Vulnerable adult

A vulnerable adult is a person who has reached the age of majority but who is unable to protect themselves from sexual abuse and misconduct (SAM) because of incapacity, mental illness, mental deficiency, physical illness or disability, advanced age, chronic use of drugs, chronic intoxication, or confinement.
